Congress averts shutdown, sending funding bill to Biden's desk 

The House passed legislation to keep the government running until December 16, a final act of business before both houses of Congress is recessed for six weeks until the midterm election. The stopgap measure gives congressional leaders extra time to negotiate a full-year funding deal.

HRLs pressured their members to vote against the law, prompting a split between HML Kevin McCarthy and SML Mitch McConnell, who backed the measure.
