Libya and Morocco: two very different responses to catastrophe

Not one but two disasters have struck in recent days – the earthquake in Morocco and devastating flooding in Libya. Morocco and Libya may be geographically relatively close to each other – just a 2,000 km hop across Algeria – but they could not be two more different countries. This has had a huge impact on their ability to respond to the disasters. A senior international reporter says, “Libya is a failed – or semi-failed – state. Morocco, on the other hand, is a functioning modern state.”
