India's democratic process allows any party that can prove it has a majority - over the halfway mark in legislatures - to form a government. So when electoral margins are low, governments run the risk of having the rug pulled from under their feet.
This can lead to what is described as "resort politics" - where a political party rounds up lawmakers and takes them to a well-guarded resort or a hotel.
